From the clouds above, the Pegasi long separated themselves from the burning world below, even taking the sun and clear skies for themselves, for their own protection.
However, even two hundred years after they concealed themselves to avoid the balefire missiles, they still refuse to demolish the cloud cover that darkens the Wasteland. One of the few who protested this was Ministry Mare Rainbow Dash, who left their ranks to help herself. The other pegasi distanced themselves from her ideals, becoming the military-centered Enclave they are today.
Yet a few follow the same line of thinking as their Loyal predecessor, demanding to aid and help nurse the Wasteland back to health. Those who are not whipped back into place, or escape undetected, are banished for their insolence, punished to survive in the very Wasteland they vouched to save, and those who are caught are branded with an indistinguishable symbol reminding them of whose hoovesteps they walk in.
However, learning to survive hardens the hearts and minds of the once care-free pegasi, using their wings and height to their advantage, Dashites are deadly warriors in a land that hates them already for a two century old grudge.

Yeah, just not a unified resistance, more like individuals who made the mistake of stepping on the hooves of the world's last remaining government. Take Calamity for instance, he had no urge to overthrow or fight the Enclave, he just wanted them to pull their head out of the clouds and help fix the wasteland.
Well, and be a little less jerkish, but compared to the Wastelanders... they're definitely no worse.
